With nearly a decade as a county prosecutor, Owen has tried more than forty jury trials to verdict and handled dozens of bench trials, giving him a depth of courtroom experience that few attorneys can match. As a former prosecutor, Owen understands exactly how the State builds its cases. He knows where the weaknesses are, how investigations unfold behind the scenes, and where the prosecution is most vulnerable. His background includes leading multi‑agency criminal investigations involving local law enforcement and federal partners from the FBI and ATF. Owen has tried cases ranging from DUI/OVI to aggravated murder, worked extensively with expert witnesses, and knows how to construct a defense from the ground up.
In addition to his criminal litigation background, Owen served for more than five years as a civil attorney for the United States government at the U.S. Department of Education. There, he focused on enforcing federal civil rights laws on behalf of students in elementary schools, high school, and college. His work included investigating discrimination claims on the basis of Race (Title VI), Disability (Title II, Section 504) and Sex (Title IX). Owen has experience in suspension and expulsion hearings, particularly for students with Individualized Education Plans (IEPs) and Section 504 Plans, giving him a deep understanding of how schools must protect the rights of students with disabilities.
